Felicia Harris

Felicia L. Harris, PhD, is a scholar, author, and communication strategist with over a decade of experience spanning media, academia, and public service. She currently serves as Special Assistant to the Deputy Chief of Staff in the Office of Commissioner Rodney Ellis, where she leads project management and provides executive support across communications, community affairs, and policy initiatives. In this role, Dr. Harris helps advance strategic priorities that center equity, opportunity, and community impact.

Previously, Dr. Harris was an associate professor of communication at the University of Houston-Downtown, where her scholarship explored issues of race, representation, culture, and community in mass media and higher education. Her work has been published in The Black Scholar, Review of Communication, and HuffPost, among others. In addition, she serves as Chair and Precinct One appointee to the Harris County Women’s Commission.
